
Shenzhen Launches “10 New Measures” to Boost E-Commerce Development in 2025
On May 22, the Shenzhen Municipal Bureau of Commerce released the 2025 Key Support Policies for E-Commerce in Shenzhen, outlining ten major initiatives to promote the high-quality development of the city’s e-commerce sector. Commonly referred to as the “Shenzhen 10 Measures,” this policy package focuses on upgrading online consumption, strengthening platform growth, supporting livestreaming bases, and promoting branded development in cross-border e-commerce.
One of the core initiatives encourages the “trade-in” of consumer electronics through online channels. To stimulate digital and appliance upgrades, Shenzhen will offer subsidies to individual consumers who purchase new household appliances—such as refrigerators, washing machines, televisions, air conditioners, and computers—as well as digital devices including smartphones, tablets, and smartwatches. This move not only promotes green consumption but also supports digital transformation in everyday life.
The policy also emphasizes the cultivation and expansion of e-commerce platforms. It aims to strengthen the competitive edge of Shenzhen-based platforms by encouraging innovation, technology integration, and improved user experiences.
